The unincorporated area of Jefferson County is zoned and building permits are required. The County adopted zoning in the late 1960's and the current Zoning and Subdivision Regulations were adopted in March of 2009. The County participates in the National Flood Insurance Program.
The public is encouraged to phone or email the Planning and Zoning office to inquire about the process for obtaining a building permit. Verification can be made regarding a parcel's eligibility for a building permit. The parcel can be checked for zoning compliance and potential floodplain areas.

For permitted access requirements from a County road you can call the Jefferson County Road and Bridge Dept at 785-403-0279. That department is who handles the 911 addressing for the County. New addresses are not given out unless there is an active building permit for a new dwelling for a property.
