Message from the Register
About the Register of Deeds
Welcome to the Jefferson County Register of Deeds Office. My name is Delia Heston and I am proud to serve the people of Jefferson County as their Register of Deeds. The Register of Deeds is an elected position serving a four-year term. My first term began in January of 1997.
My service to the citizens of Jefferson County began in May 1987 as a mapper in the County Appraiser's office. In 1989 I found my niche as the Deputy Register of Deeds and was elected as the County Register of Deeds in November 1996. I am very involved with my professional association, The Kansas Register of Deeds Association, and recently completed a stint on the association's executive board as President in September 2013. Past service in the association also includes serving as the Co-Chair of the Legislative Committee. I currently serve as Past President and as Chair of the Kansas Register of Deeds Association Disaster Committee.
I completed the coursework through Kansas State University to become a KANSAS CERTIFIED REGISTER OF DEEDS in 1994 along with continuing education hours through the KSU professional development program for re-certification. Most recently I was asked to serve as a teacher at the Kansas Register of Deeds Educational Conference and was recognized for the valuable contribution as an instructor.
I am also an active member of the Kansas County Officials Association (KCOA) having served on the board for three years. The Kansas County Officials Association (KCOA) is committed to upholding democratic principles which allow Kansans to determine their constitutional right of self-governance including the election of ALL local officials.
I have appeared as the guest speaker for various clubs and organizations as well as providing educational tours of the Register of Deeds Office for various school groups. Please contact the Register of Deeds Office if you are interested in having me as a speaker for your organization or school.
Since I began serving as the Register of Deeds I am thrilled to say I have been involved in the transition from all handwritten records to the world of electronic records and that we continue to expand as the electronic world evolves.
Myself and staff members are dedicated to providing a helpful and friendly experience for everyone when conducting business with the Register of Deeds Office of Jefferson County, Kansas.
